Hurul consists of 7 levels. The first is a library, museum and conference room. The second level is a prayer hall (dougan) with a 9-meter statue of Shakyamuni Buddha. Inside the statue are sacred objects - mantras, incense, jewels, handfuls of earth from all regions of the republic, plants and cereals growing in the territory of Kalmykia. The statue itself is covered with gold leaf and inlaid with diamonds. On the third level are rooms for individual admission, where monks, a Tibetan medicine doctor and astrologers receive believers. Also at this level is the administration. The fourth level is the residence of the head of the Buddhists of Kalmykia, Telo Tulku Rinpoche and a small conference room. On the fifth level is the residence of His Holiness the Dalai Lama XIV Tenzin Gyatzo. At the sixth level are utility rooms. At the seventh level there is a room for meditation, which can be visited exclusively by clergy.
